Policies for Use and Publishing on the Electronic Portal on the Public Authority for Applied Education and Training (PAAET)

v Overview:
The Public Authority for Applied Education and Training seeks to achieve several goals through its electronic portal, including:
- Focusing on conveying PAAET`s values, vision, and mission.
- Encouraging portal users to attend events at colleges, institutes, and the Authority, and to request information.
- Identifying the PAAET's achievements.
- Strengthening academic relationships between faculty/training members and students through interaction systems.
- Highlighting distinguished study opportunities and programs provided by PAAET (Applied Colleges, Training Institutes, Community Service, Ibn Al-Haytham, Measurement and Evaluation Center, Skills, Talent and Creativity Center).
- Providing easy and convenient access to electronic services for the Authority’s affiliates.
v Objective:
These policies aim to establish controls for the use and publishing on the electronic portal, and how to manage content on the portal’s websites in accordance with the policies designated for regulating electronic transactions at the Authority, based on Law No. (8) of 2016 regarding the regulation of electronic media, which is the legal basis for electronic publishing in the State of Kuwait.
v Scope of Application:
These policies apply to all users of the PAAET`s electronic portal, as well as those responsible for publishing and content management on the websites affiliated with the PAAET’s portal.
v Policies:
Electronic Portal Concepts
- The Portal: The PAAET's website and all affiliated content publishing sites, whether it is a site for a college, institute, deanship, department, or a private site for a faculty/training member, employee, or student.
- Terms of Use: All terms and controls that must be observed when using the PAAET’s electronic portal.
- Content: Texts, graphics, advertisements, links, or other materials such as PAAET news, events, visuals, contact data for PAAET affiliates, courses, and published articles.
- External Links: Links that transfer browsing to pages that do not belong to the Authority's portal.
v Terms of Use
- The portal is considered the only official website of the Public Authority for Applied Education and Training.
- It is managed technically by the Information Technology Center (Beneficiary Support, Statistics, and Electronic Portal Management Department).
- Content is managed by departments, deanships, colleges, institutes, and centers, with each expressing itself; thus, each entity bears legal responsibility for its respective content.
- The Authority must make the portal's terms of use available on the main page.
- The user must know that their use of the portal constitutes acceptance of the terms of use.
v Subdomain Reservation
- Hosting for the PAAET’s websites on the World Wide Web must be through the PAAET , other government agencies, or hosting service providers licensed by the Communications and Information Technology Regulatory Authority.
- Hosting must be inside Kuwait, and the contract between the two parties must include controls to ensure information confidentiality.
- A page has been prepared for each entity within the Authority to be under the Authority’s domain (paaet.edu.kw).
- No entity within the PAAET is permitted to create a website outside this domain.
- Official social media accounts provided by the Public Relations and Media Department must be adopted as the official entity for circulating information.
v PAAET for Entering and Updating Content
- The Information Technology Center is responsible for adding, deleting, or modifying tabs on the portal’s main page.
- The Public Relations and Media Department is responsible for managing the PAAET`s electronic newspaper and has full authority to publish and update its content, including news, events, seminars, conferences, and articles.
- Any entity wishing to publish news, events, or articles on the main portal page must officially contact the Public Relations and Media Department.
- Electronic models exist for affiliates to request publishing or extending the duration of an advertisement on the PAAET's page.
- The Information Technology Center is not obligated to review external links and does not bear responsibility for content or services provided by sites outside the PAAET`s official domain.
v Publishing on the Portal
The portal is an electronic publishing tool for all Authority affiliates and sectors. It must be used for the benefit of the PAAET and its members without harming the PAAET's reputation or exposing it to legal liability. All published content must comply with the Copyright Law No. (8) of 2016. Prohibited items include, but are not limited to:
- Any electronic materials not owned by the page owner that have copyrights.
- Research published in scientific conferences and journals.
- Books and publications available in any electronic format.
- Inappropriate content, including:
- Profane, aggressive, racist, or threatening language (text, image, or idea).
- Anything that violates State/Authority regulations or community norms.
- Anything that violates the privacy of others.
Entities must ensure content—including news, contact info, and course descriptions—is updated. Proper grammar must be used, and materials must be error-free. The Information Technology Center reserves the right to change or delete information at any time without prior notice if portal policies are violated.
v Privacy
- The Information Technology Center must provide a privacy policy on the main page to clarify the rights and duties of the site and its users.
- PAAET is committed to protecting user confidentiality and privacy.
- Privacy policies cover how PAAET handles personal information online or on computers.
- External links (not within the paaet.edu.kw domain) do not follow the PAAET’s privacy policy; visitors should review those sites' policies separately.
- Some applications may require access to GPS services for location-based services (e.g., attendance verification). This data is used only for the specified purpose and is not shared with third parties in violation of privacy regulations.
v Supervision and Training
- Each entity has the right to assign one or more supervisors who are granted necessary permissions on their Authority account to be responsible for the entity's website content and continuity.
- The Information Technology Center is committed to providing necessary training for website management. This is coordinated through an official letter to the center.
