Since its establishment, the Public Authority for Applied Education and Training (PAAET) has continuously pursued development and innovation while keeping pace with global advancements and aligning them with the local and regional context. Guided by the principles on which the Authority was founded as a specialized institution in applied education and vocational training, PAAET continues to pursue sustained institutional development.
In this context, the new five-year strategic plan (2025–2030) has been developed to align with the requirements of Kuwait Vision 2035 and the nation’s broader sustainable development agenda. The objectives and priorities of this strategic plan, formulated through a collaborative effort, have established a clear set of priorities that introduce new directions and initiatives while preserving and strengthening the Authority’s core foundations.
The plan was developed through the contributions of many members of the PAAET community, including academic staff, training specialists, administrative personnel, and representatives from the labor market. It was also informed by the outcomes of a comprehensive SWOT analysis, which examined existing challenges and emerging opportunities and identified ways to capitalize on both internal and external strengths.

On this occasion, we extend our sincere appreciation to the strategic planning project team and to the advisors from the Arab Planning Institute and the General Secretariat of the Supreme Council for Planning and Development for their dedication in preparing and implementing this strategic plan.
Through this effort, PAAET will continue to strengthen its position as a leading educational institution that embraces strategic thinking and continuous development, enhancing public confidence in its graduates, strengthening its competitiveness at the local, regional, and international levels, and contributing to the achievement of the State of Kuwait's sustainable development goals.
