About the Institute

  • 1966 The Institute was established under the name of Wired & Wireless Telecommunication Training Institute which was affiliated with the Ministry of Communications.
  • 1972 The official inauguration of the institute under the patronage of the late Sheikh Sabah Al-Salem Al-Sabah, the Amir of the State of Kuwait.
  • 1982 Issuing the law of the Public Authority for Applied Education and Training.
  • 1986 The merging of the Institute of Wired and Wireless Communications and the Institute of Air Navigation, to form the Center for Communications and Air navigation, under the umbrella of The Public Authority for Applied Education and Training.
  • 1993 The Center was renamed to become The Telecommunications and Navigation Institute.
  • 1997 The Institute obtained the ISO 9001 Quality Certificate, which made it the first institute in the region to obtain such a certification.
  • 1999 The Navigation Department obtained Academic Accreditation from the Australian Marine College, for its Marine programs.
  • 2008 The Institute was renamed to become The Higher Institute for Telecommunications and Navigation.
  • 2010 The opening of the Institute’s new building under the patronage of the late Sheikh Sabah Al-Ahmed Al-Jaber Al-Sabah.
  • 2011 The launch of the first phase of the Marine and Aviation simulator complex.
  • 2014 The launch of the maintenance, computer networks, and fiber optics simulators.
  • 2014 The launch of the second phase of the Marine and Aviation simulators.
  • 2015 The Institute obtained the Academic Accreditation for the two programs, computer operation and wireless networking, from The Accreditation Board for Engineering and Technology (ABET).
  • 2016 The launch of phase three of the Marine and Aviation simulator complex, with that, the Institute possesses the latest simulation complex in the region.
  • 2017 The Institute received Academic Accreditation for some programs in the Computer and Telecommunication Departments, from the Accreditation Board for Engineering and Technology (ABET).
  • 2017 The Institute obtained accreditation from the International Civil Aviation Organization (ICAO) for its Air Traffic Control (ATC) program.
  • 2017 The Institute obtained the ISO 9001- 2015 certification.
  • 2019 The Institute obtained Institutional Accreditation from Paris Academy.
  • 2020 The completion of the Aviation simulator, after installing the Flight Simulator Airbus 320.
  • 2021 The Institute obtained Academic Accreditation for the Electronic Security Systems and Control Systems Maintenance and Robotics programs from the Accreditation Board for Engineering and Technology (ABET).
  • 2022 The signing of a training memorandum of understanding in maritime operations between the Higher Institute for Telecommunications and Navigation and Kuwait Oil Company.

The mission of the Higher Institute of Communications and Navigation was launched in 1966 as an educational and training institution concerned with providing specialized national human resources, and in 1982, the institute was included under the law establishing the Public Authority for Applied Education and Training. It continued to provide skilled technical personnel to meet the standards and needs of the public and private work sectors, especially in the fields of communications, computers, navigation, control systems, electrical engineering, and electronics.  After more than 55 years, the institute continues its purpose by enhancing its capabilities and developing its programs, leading to the attainment of numerous academic accreditations and administrative quality. 

After all these prosperous years and numerous achievements, we take pride today in the institute’s contribution to society, where we have graduated over 30,000 trainees in various technical fields. Their expertise in both wired and wireless communications, computer maintenance and networks, cyber security, navigation (both maritime and aviation), electronic systems maintenance, control systems, and electronic detection and monitoring systems which undoubtedly plays a significant role in the development and progress of The State of Kuwait in numerous fields. We also stand proud of our unique training facilities and services in the institute as well as the special environment which, not only compete in quality within the region, but also ensure the trainees receive the maximum benefit from the training process within the premises of the institute.

Given the institute's vital and important role in society throughout its long history, in 2010 the State of Kuwait established a new, modern building, covering an impressive 120,000 square meters, with the capacity to accommodate over 5,000 trainees and 500 members of the training and administrative staff. This initiative aligns with the country’s development plan and the realization of the future vision for a “New Kuwait 2035”.

In conclusion, we look forward to achieving more accomplishments within this educational and training institution, providing the best opportunities for our trainees to realize their future aspirations. The goal is to nurture skilled national human resources capable of meeting the technical demands and job needs in our beloved State of Kuwait.
